It'll be a Soft Pull check.  It will not impact scores or anything else.

I just tried and got this message, I must have my file locked from these types of checks:

This may be because you have opted out of "pre-screened" offers from Chase and other companies or you have recently responded to another offer from Chase.

That usually means you opted out of receiving offers, including mail offers, or reports were frozen.

No, that means there is no prequal.

The mention of opting out is "just in case" if someone did opt out, but most people would remember going to a dedicated website and doing opt out.

 

If I ran Chase prequal right now, I'd get the same message, and I'm not opted out. In fact, anyone who's over 5/24 (without pre-approval in their Chase account) will get that same message. 

 

Lack of prequal doesn't mean OP wouldn't get approved, but there should be realistic expectations when it comes to SL. 

As far as Amex goes, OP might end up with one of those $1000 SLs given their love for clean files. 

In any case, pick  a card that's most useful to you, and watch the wheel spin.
