Agreed. Here's a link to my experience (took maxed card from 8K to 12K). The link was from 7/18 -- they've since given me another 5500 in CL.
I'd say the "rules of thumb" don't necessarily apply to Disco.
Yes, we all agree that Discover doesn't follow traditional rules. 
I do no that time I paid my one day late. The following week I did a chat and asked for 0%, and the me that for another year. Then a month or so later I requested a CLI, and they denied me "due to derogatory repayment history with Discover". Mind you that I only paid the following day after my actual due date. THEN I requested a CLI 3 days later, and they instantly approved me for a 4.5k increase.
Go figure. .. lol
