Easiest balance transfer card to get

My mother is looking to transfer a $4,000 balance to a new card

She's looking at: 

Citi Simplicity

Citi Diamond

Citi Double Cash

AmEx EveryDay

AmEx Blue Cash

 

Which of these would likely be easiest to get approved for?

She's over 5/24 so Slate isn't an option, any other cards worth looking into?

She has AmEx PRG and Platinum and recently got Citi Expedia Voyager with $5,000 limit

Also, is it better to put down the balance transfer on the application or after you're approved?

 

EX FICO around 660

1. Her score's kind of low for those cards, so she's likely to get turned down.

2. Double Cash isn't known for high starting limits.

3. Best bet might be a credit union like Alliant Credit Union or Penfed, which have no-fee balance transfer cards.

Citicards.com pre-qual online is pretty solid... not sure I would go for it if not pre-approved.

Amex has pre-qual but maybe Amex everyday if no pre-qual would be best chance.

I got a Slate with 30 Inquiries and 661 EX score. 2K limit. I had to recon it because I had 3 apps in at once (my mistake) but it wasn't difficult. So, I wouldn't rule them out.

I was able to get Simplicity, Amex ED and Blue but only until I was above 680. However, simplicity and Blue with SL less than she would need for her BT. My bet would be to go with Amex ED and if anything wait for the 90 day CLI before doing BT.

I would go with NASA FCU or DCU for a BT Card....

Slate was also my thought, but as suggested her score could be an issue.

more than a few people have been able to get Slate even with 5 new accounts in 24 months so that may not be a roadblock and her score may not be a roadblock either so I'd still keep that in mind. But the problem may not be approval but SL. Some cards may give her borderline approval but may not give her the CL she needs, that's the main concern I'd have.
