Feedback requested. A little confused about wording on a Chase Prequal/Pre approval

So, I checked the Chase prequal site. For a long time, I got nothing. But a few days ago, I checked, and got the message to "choose one of my prequalified offers." They are for the Freedom, Slate, and Sapphire Preferred. 

 

What confuses me is the wording in the Pricing and Terms box, where I get the following: 

 

Notice About this Pre-Approved Offer:

PRESCREEN & OPT-OUT NOTICE: This "prescreened" offer of credit is based on information in your credit report indicating that you meet certain criteria. This offer is not guaranteed if you do not meet our criteria. If you do not want to receive prescreened offers of credit from this and other companies, call the consumer reporting agencies toll-free, 1-888-567-8688; or write:

 

Now, notice that the title of the page says Prequalified offers. But the Pricing and terms states Pre-Approved offer, and still goes on to say the typical "if an account is opened, etc etc etc."

 

So which is it, folks? They all state one specific APR, not a range.

It's a prequalification.

If it is a specific APR that is a pre approved offer from what I have read on here .
