That's not a FICO score and is essentially meaningless.

Seriously, these are the AMEX options open to you:

1. Get a legitimate SSN or ITIN

or

2. Apply using a valid and good credit history from another country.

You don't need a social security or ITIN to apply for an American Express card.  But in that situation you must submit your application by phone and provide your passport number to the Amex representative.

Yes. I’m planning to app by phone again at the end of March 2020. Actually I have been a supplementary card member of my family’s Amex for one year as well as own a credit card issued by BofA, from which I get my credit history.
