Your existing lenders actually have access to your reports even if they're on ice. If Citi offers you a SP CLI, they may also offer you the option to request more but at the cost of a HP. At that time you would have to thaw, otherwise no worries.

Some lenders make you unfreeze you're credit report even with a soft pull (PenFed for one).
