I had a card get really late, but never charge-off with Navy. They would not let me get a new credit card with them until I had completely paid off the closed account, even though it had been current for a while. My application was an instant denial. I was able to open a new card after paying off the old one though, so that was nice. 

 

Honestly feel like more banks should be like that, American Express is also known for it's long memory of your deliquencies.

How long did you have to wait before reapplying?

I'm assuming your chapter 13 has been settle and discharged. I would call Navy Federal and find out if your prior debt was paid in full from the chapter 13 disbursements and if you are eligible to apply for new credit or loan products. The worst thing the can say is no.
