the sync accounts should grow with usage (both PayPal accounts). My PPMC is at 7k and PPC is at 6k. I have a BK7 on file that will hit 7yrs next July and all except 1 sync account list the Bk as a reason for denying cli. Don't dwell on my accounts being capped because my CareCredit is 12k and my eBay card is at 7k and it did not increase anymore because of lack of use. Now next month it will get some use and it will grow even more.
My point is I see you have cards that can grow. So you just have to be strategic in your approach. You already have some growers (sync, target and the cap1 with tons of usage) so start growing them.
