I know Synchrony offers a lot of store cards... Lowes, Walmart etc. but do they offer any straight up non-store CC's?

Yes Walmart MC is one I see discussed often. It's Co branded but still a true CC.

Is the Lowes card considered a "store" card?  I'm confused because I would have assumed that the Walmart card was a "store" card?

Walmart has two cards, one of them is a store card, the other is a Mastercard. Lowes is a store card. In response to your OP, look up Marvel.
