You are pass the 91/3 rule so you can apply for the flaship visa without any problems. They will approve it and give you at least $10000 SL. Navy Federal now only gives CLI to $4000.

Yep! I typically have applied for the 2nd card first and then asked for the CLI, but it shouldn't matter. You should get a nice limit in your 2nd card regardless. DW got $3K SL on her first card in 6/2020 and then $7500 SL on her second card in 10/2020.
Her first card is now $8500 and her 2nd is $11,500 through SP CLIs.
