I've seen "quacking" comments made elsewhere but have yet to understand what it means  -- is this comment intended to throw shade on the veracity of a poster's claim? Something else?

Yes, several services have been down (including online banking and mobile banking) for the last several hours. I work at NFCU on the systems side so people are definitely working to get it back up ASAP.
