Credit specialist at discover said it would be three months before a cli can be possible. How true is this?

Took me exactly six months after applying and some heavy usage on my Discover card to get an auto CLI.

I get auto CLIs of a few hundred $s every so often from discover. Barely use the card anymore though.
It's completely true. In most cases, they're not going to give you a CLI until you show responsible usage. In Discover's case, heavy usage is key.
You can request SP CLI with Discover every 90 days, so after 3 months you can ask.
