Well my time is coming but how do I go about and do this? Should I call them? Start a chat? Is there a button or a link to click?
Also how to count to 61 days? My card was instantly approved on Oct 26th. Is Dec 26 day 61?

Under Account Services > Select 'Payment & Credit Options' (on your left) > Click 'Increase Your Credit Limit' Link. Fill out the form, hit submit. That's it.
Yes, Dec. 26th would be day 61.
In my experience, a balance doesn't matter. However, if it were me. I would request a 3X CLI on my highest CL regardless of which one has a balance, then reallocate CLs where necessary.

Reporting balance: $67/2000 when applied.

Okay, so I'm going to take a stab since you didn't provide much DPs. Are you saying your AAOA is 5 months. If yes, then yes, that would be a big factor for a decline.
How many accounts have your opened in the last 3/6/12 months and how many inquiries in the same timeframe?
Also, usually more than one reason is given for a decline. What were the other reasons beside low score?
