As I read about the Barclaycard Ring it seemed like the ideal card for my mentality, and it seemed that it would be my favorite card... if I could get it. I've been turned down several times for it, and even tried the "reconsideration" number to no avail.
Can anyone give me an idea what shape I need to be in order to get approved instead of rejected, and how long I should wait to try?

My FICO scores are TU 710, Equifax 712, Experian 682
I have about a dozen other cards, 3 from Barclays
My weaknesses are lots of recent inquiries & new accounts + public record stuff from 8 years ago

Most likely BK related. BK7 stays on for 10 years so does dismissed BK

Most likely BK related. BK7 stays on for 10 years so does dismissed BK
Or it could be a tax lien. I'm stuck with mine until way past the point even when a BK would drop off.

you pretty much answered your own question. Stop applying let the accounts age. How long? Well I would let all your inqs be at least a year old so i would wait 1 year from the last time you applied for something. A lot can happen in a years time with credit. This time last year i had fingerhut, boa secured, cap one secured and now look at my signature below. You might have too many barclaycards as well, i dont think ive ever seen anyone with more than 3 i might be wrong though.
