When requesting CLI do they factor in the AU on account

Kind of a dumb question, but I'm wondering if they look at the AU's info when a CLI is requested?  I'm specificall wondering about Capital One.  I think they just look at the primary account user, right?

No only the primary cardholder is responsible for payment. Only their credit profile and income is considered.
