I think they were waiting for the 1yr mark because of the student classification and a lack of internal history. They were happy to do a HP to get updates to external credit to see if you would qualify based on other accounts but you kept on denying it. Discover has always been a budget company that has a realistic proccess to avoid major damage.

June 2016 SP CLI to $4,500

The card details didn't show "Request Increase" until July 2016. Asked for CLI at least every month, everytime they ask for HP canceled the request. Still at $0 cash advance (will never use that anyway).
