American Express is a federally registered service mark of American Express and is used by Department Stores National Bank pursuant to a license. The Macy's American Express Card program is issued and administered by Department Stores National Bank.
I think DSNB is a subsidiary of Citi, not sure but it is affiliated with Citi in someway.

Indeed it is---because when I log in to my Macy's store acct online--Citigroup is listed as part of the URL address. Also my Macy's and Best Buy store cards do ineed count as part of my total exposure with Citi. I was told this when I tried to have the CL increased on my Diamond Prefereed and was told the increase put me at max exposure with Citi at that time.
