The chat option is only available during their business hours when they are closed they chat option goes away.  I think it is usually down my your transaction list.  it is a little chat blurb that says chat with a rep.  Also I noticed it in the faq sections, over to the right hand side

Was your limit increase instant? Just talked to the chat rep and asked for $6000 clip he came back with $5000 but it's not showing in my account yet?

the new limit doesn't show up on the reports immediately. mine is still showing the initial $900

Log out of your Amazon account and log back in. That is what I had to do.
