Usually, what happens is you apply for the card you want, deny you, and suggest other cards for you to try applying for instead, which also deny you and probably are all costing you multiple HPs every time. Presumably Amazon uses the same HP for both applications?
Yes, there's only 1 HP. If you don't qualify for the normal one, but qualify for the rebuilder, you'll be offered it. Other Banks used to do this like Cap1 and Discover.
