They could and there definitely are different constraints to growth from all lenders (not just Amex) that are income-based. From what I've seen, though, the $35k threshold seems to be pretty consistent across many income ranges... I've seen people with $50k income see it through $100k+ income. Where we may see different thresholds are with either A - $X/6mo, where X may be in part income-based, or most definitely B - The ceiling that Amex will give someone is without question going to strongly consider income.
For example, perhaps my ceiling based on my income is at $65k. So, in August 2020 when I'm sitting at $65k (if I get there) and I make my 6mo attempt to go to $70k, perhaps I'd be hit with IV rather than a usual instant approval. If I back out of my browser and submit lesser amounts down to $66k and still see IV prompted, I can more than likely say with reasonable certainty that based on my profile/income that $65k is the ceiling on my account. Someone with twice my income though perhaps would be able to continue higher and find a greater ceiling.

I would. Go for the $27k. If you get it, your next one will likely be $27k --> $35k and at that point you'll climb aboard the $5k/6mo train. There's a chance of course that in asking for $27k you may be countered with something lower like (say) $20k, but at least you'll sleep easy knowing that you left nothing on the table.
I got approved initially for $20K with AMEX BCE. If I request for a 3x on 61st day, would I be approved for $60K? I believe they would ask for my IV..Isn't it? P.S. My income sits around $100K.

No, you can't go to $60k via 3X CLI without IV. You can probably go to $35k with your first CLI without IV, but that's likely your limit for your first CLI. Definitely your choice if you'd like to go the IV route, although keep in mind that a $60k limit on the BCE is pretty much useless for anything outside of utilization-padding.
