Approved Synovus Cash rewards card and then lowered limit

Well I'm switching my local banking to Synovus, as I don't have a Navy Federal, PNC, or SCSCU branch in my town.  I opened a checking and a money market account. I was approved for $17k but the limit reduced to $3k. I plan on only having it as a back card for local purchases.

I know some of you will think I'm crazy but I am sitting at over $390k of available credit. I think I have enough now.

The Visa was approved originally for $17k. I asked to have it lowered to $3k, and on the approval email, it said $3k.
