Hey all!
I applied for the BCE card yesterday after being denied 5 months ago for a HUGE list of reasons. Most of which did not make sense.
1 month ago I was approved for a Costco TrueEarnings AMEX card with a CL of 2K. 2K was huge for me, and out of all my cards, AMEX gave the highest credit limit.
I just called in and after being put on hold for a few minutes, I'm told that I was approved with a limit of 7K!

Should I still try and do the 3x after 60 days for both cards? I only make ~21K annually so I don't know if I can request 7K to become 21K...

You could really only do the 61 day request on one of the cards. If approved for a CLI on one card, you have have wait 180 before requesting a CLI on any card. So you could either go for the 61 day on the TE and hope you get up to $6K or you could asked for $21K on the BCE and see if they counteroffer. If the 40% of income figure is true, they might put you at ~$8400 on the BCE.
