You cannot recon Capital One starting limits. The best thing you can do use use the card heavily and pay in full, multiple times per statement cycle. This will show them that your limit is too small, and your Credit Steps CLI (after your 5th on-time payment) can be a lot larger than the literature they give you states.
My mom went from $500 to $3,500 with credit steps, even though her paperwork said she would go to $750. She used the card heavily and paid it off every week.
Give it time OP. There's seems to be no rhyme or reason with Capital One credit limit increases. I've managed to grow mine from a platinum $300 limit to a Quicksilver $5300 limit in just under 2 years. I just checked yesterday for an increase but they were only offering $500. I think I'll hold out and hope they offer more. Good luck.
