99.97% of Chase customer-initiated CLI's are HP's.
Think people worry too much about this in general; a CLI is seeking additional credit from the FICO perspective, arguably it's the ones who do SP CLI's (much as I personally love them) that are the outliers.
Beyond that, HP's don't hurt much, and they don't hurt for long. Personally I'd gladly swap a HP for a $2500 increase on my baby Chase (if I didn't have a mortgage app upcoming), though admittedly your credit profile may be better than mine .

Yes, NFCU will send you a new card, at least they did for me when mine upgraded.
