This exactly. The Citi 6/6 rule is definitely not hard coded such as Chase 5/24. Citi's applies to some people but not others.

Ah, the approval screen is a beautiful thing, isn’t it? Such a good feeling. Congrats! I do have to note, however, that the Citi 6/6 rule is obviously not hard and fast. I was approved for a DC at a time when I had around 7 inqs all from within the last MONTH.
It's not a hard rule like Chase 5/24. But in my case it was the only thing stopping me from getting a Citi card as I explained in the topic.
