Yeah, Citi tends not to start high with MOST people lol. Are there any examples of people who have successfully reconned an SL with Citi?

I've seen others successfully recon in the past. It could go either way though. 

It's been a few years since I've seen a member even attempt a recon with Citi.

Like I said earlier in the week, Citi isn't really known for high SLs out the gate.

Good luck if you decide to try.

I waited until I got a SP increase and then hit them up for more on a HP.

You don't have that kind of time.

I still believe Navy would have given you $20k out the gate or darn close to it.

Congrats on the approval!

You can take a HP when you get the card to see if they'll give you more. Just go to request a CLI. That's the only way I know that tends to work sometimes.
