Citibank Costco $3k CLI- Soft Pull

Are CLI's on the costco visa a soft pull?

The language says, "you agree we will pull a CR." I assumed it was a HP! " That would be wonderful if I'm wrong.

It was a soft pull and said no credit would be pulled

It then asked for income and rent/mortgage

It Then said approved for 3k cli but if I wanted more gen it would be a hard pull so I just took the 3k
