Can you confirm the exact wording of your previous denial reasons? Based on what you wrote above, I'm assuming it was the standard "Insufficient experience with current Discover card credit limit" right?

Opened account with 15k SL 10/17 with Experian score of around 684.
I think I am done with requesting more on this card. 30k is a nice feeling number and my goal is to only get 20k on all cards.

Yes, anything between $20K - $30K is are great and comfortable numbers to achieve. It's good knowing that you can make an extremely large purchase, like maybe a week stay at a luxury resort, or First Class/Business Class flights, on any one of your cards, and yet still have a chance of keeping your ULTZ% no worse than 30% - 50% on that card for that month.
