Dad NFCU Approval

Had my dad join NFCU through me and applied for the Platinum card. Application was approved for $4.2K at 6.99% APR (lowest offered). He has a BK from 2012, a 30 day late from last year, and two recent medical collections ($100), and scores in the high 600's, yet he got the lowest APR, mine is at 8.99%.

Shocked though, given his scores and credit file that he received the 6.99% APR.  Very surprised.
