efranklin...   if you're rebuilding they are WONDERFUL to attain a card and get the ball rolling.  I'm grateful for that.  But since day one I've PIF, used it to the hilt, and so my history with them over the course of the year is fabulous.  To look at my credit, the past year has not been fabulous due to many INQ from last year still showing, and my UT has been fairly high.  Finally my UT went way down and I'm assuming that's what did it for them.  So, I understand where they're coming from, but sheesh, yes they are stingy with CLI's.  Unless you want the rewards or are rebuilding, I'd say don't bother unless your score is fairly high so that you're not stuck with their toy limits and any of the "One" cards.
