I have a friend with a completely empty report sans a 4 month old Discover card at ~7% util. They don't have any FICO scores generating yet, but need a second card to help cover some car expenses. They checked for prequals from Amex, Capital One, Citi, Chase, etc. and the only one that gave a single APR rather than the public range was Capital One, but that was only QSO and Platinum without 0% offers. They are an NFCU member and eligible for PenFed.
Any recommendations? My best bet now is an NFCU CR or C1 QSR/SavorOne cold app. Thanks!

IMO, one cannot go wrong with NFCU. However, call a CSR and ask if there are any pre-qualified offers. NF is a GREAT CU for CC and the Platinum has 0% intro for 12 months.
Navy's current public offer isn't 0%, but close enough for government work.
They were approved for CashRewards at...
