So, Citi Retail has taken me back - not sure where I will ever stand on their core cards. I have a BK (Ch 7) about 5.5 years ago and I had a Home Depot store card at the time with no balance - naturally they closed it. But the plot thickens - about 10 years ago I settled a charge off with Citi for significantly less than I owed on a core card. So, it's nice to have my foot back in the door. The pull was EQ (701) and my SL is $500. Back to the garden - that's two inquiries on EQ (see my other topic).

Just a heads up that citi retail and citi are seemingly two completely different entities when it comes to cards and I don't think one has any bearing on the other. I burned Citi retail for $300~ in 2015 with my BK and i still can't get back in on the personal side, but Citi has given me roughly 25k in TL's across a couple accounts.

I think you must be right. More than a year ago I applied for the Costco Visa and was denied but they did a HP and listed the BK as the sole reason. If it had been for bad debt with main Citi, they theoretically would not have even pulled my credit. I think I probably ran afoul of a 5 year rule.

I haven't been bold enough to try to apply for a core card, but I don't have any pressing need for one, nor do I feel I need the Costco Visa anymore. Had some shopping to do at Home Depot and made use of the coupon promo.
