Now, this might give some folks hope. Last week I found out, via, Creditkarma, that our Target RedCard had been increased from $2k to $5k. Today there were two letters from them...one letting us know of the CLI, then another letting us know that our account was being upgraded to the MasterCard version and to expect it in the mail in the near future. 
Another data point: We have used the card 3 times, for piddly purchases of not more than $50 a shot and PIF. The account is around six months old.

Yeah, I just got the letter(s) today, including the MC upgrade.
Not a lot of great benefits for the MC (although it does seem to have no FTFs), but it looks like it keeps all of the good reasons to use it at Target.
My acct is just a bit over 6 months old, and I have only used it twice (because the closest Target is 2 hrs away)
