Checked the preapproval tool and they said I had a preapproval offer. Note, the physical address you use is very important and can affect the preapproval.
In 2011 Kohls was included in Chp. 7 BK for 600.00 or so.
I have two capital one cards QS with 7k limit and the platinum that is 900.00 which was originally a secured card. This likely had something to do with the approval. Both cards have zero balance.
I also have a Discover Card I got a little over 1 year ago with a 9500.00 limit that I requested a CLI today and got the two day review message.
