Got my Discover ~1.5 years ago with 1000 credit line. I was not given the bar immediately, but you will get the bar over time. Good luck

I know this is an old thread, but I have a question. 

How can Discover give you a credit limit of $28,500, yet the cash advance limit is Zero?

Kinda weird, but congrats!! I just got my Discover about a month ago, and hopefully I will get some love as well.
