LOWES Monster CLI Increase 15K

I am looking to help my dad renovate his house. My dad got approved for $800.00 at LOWES ( have been denied and offered less before). He have not used the LOWES card but applied for CLI.  Dad went from $800.00 to $15,000.00 on the LOWES card with a soft inquiry. This was a major surprise and much needed. 

Datapoints 650 to 680, no bankruptcy for him, no collections, 1 charge off, 16 late payments over last seven years.
