Long journey back to DISCOVER

Long story short, I did pay Discover back in FULL ($1500) about 3 Years ago but via a Non Profit Credit Counseling program. Year after year, I have been declined via the Pre-Qualify tool, with reason of "Past Relationship"- Fast forward to today, not was I only pre-qualified for the Cashback IT card, but was approved for.........$15,500 !
