All of the approvals (including mine) I've seen between last night and tonight have gone under review... IJS.  Fingers crossed!

what actually happens any other time someone applies for a NFCU cli while their reports are frozen?    is it still considered an HP?

No. They can't do a hard pull with your reports locked or frozen. Usually, it will just be declined and a letter sent telling you they cannot access your reports.  It may go under review and you'll get a message in your portal asking you to unlock.  But an outright denial seems more common.
