Yes, that is apparently correct. Though once again their FAQ gives an incorrect answer. The Federal Reserve restricts Savings account transactions to 6 per month, it doesn't ban them altogether. So, its another poorly implemented NFCU feature. Here is the FAQ

Why was the Automated Clearing House (ACH) debit for my savings account denied?

The Federal Reserve considers the savings account to be a non-transaction account, which cannot process electronic Automated Clearing House (ACH) debit payments.  Your checking account is a transaction account and will support the processing of these payments.  Please advise the payee to submit the ACH debit using your checking account number rather than your savings account number.

Not sure how true this is.. but heard something about paying them back in full after burning them sometimes NFCU will eventually come round. Something akin to Amex...
