do you have to be a member of penfed to get a credit card with them?

do they in fact use EQ for hard pull?

Ask navy federal for a recondition credit limit, and you will more than likely be given a credit limit of 10000 or more.

Yes, you have to be a member of PenFed to have a card from them. 

They do use EQ9 for new card apps.
