I dont do business with Navy so I cannot really tell you but you can read some other threads on Navy approvals or outright ask the question in the credit card forum and the members who do busisness with them can give you the answers that you seek.

As for your question, from what I've read, you can try for a second card and CLI after 91 days AND 3 FULL statements.
