EDIT: To add something useful to this post: If you try this on a phone, set your browser to request the desktop version of the site. Didn't work on my Android phone using the mobile page. As soon as I switched over to the desktop version, the preapproval popped up. And I got to input all my info on that tiny, ineffectual screen.
