I was approved  for this card with a cl 3K on January,asked cli on May 25 and my cl was increased to 5K, again asked cli on june 6 and was approved to 8.5K, so you can ask cli anytime,the best option is via chat

What i find weird is whats gonna happen to all those who have the current paypal mc , with a 2% cash back coming out ?. Id imagine many with this card would want the better version or am i just seeing things differently?
