Congratulations on your new found liquidity.
PenFed is a little wonky in the way they do things. Most lenders will not approve with a BK on file so be thankful they you got a clear at all. Not surprisingly a BK will ask for more on the APR as you are not considered as good of a borrower. PenFed can be stingy at times so I am not particularly surprised as a Military CU hates borrowers that do not repay their debt your terms are subpar. Lastly you need to remember that right now you are in the middle of a pandemic where all terms are going to be worse since the borrowers scores might not properly reflect their employment properly so your local CU offer means nothing as it was in good times.
