Surprise CITI DC Approval

Just got the card today, exactly 7 days. Came as a world elite for some reason. Do CLs no longer determine if you get wemc or visa sigs?
I was surprised since I only got 1k sl.

Most Double Cash CCs usually tend to be in the WEMC flavor, even at $1K.

Citi, along with some other lenders (depending on the product) can approve some CCs as VS/WMC/WEMC below the typical CL thresholds.

So this is new to me. I paid for a single 5$ item at a local gas station on the way to work and when I checked my app after work it gave me a fraud alert (only the 5$ purchase there) and directed me to call their fraud department or I may be unable to use my card. They don't seem to like that I dont have an office or home phone and asked if they could call my jobs HR dept? At after 10pm? Um no? So now I am waiting a week on two separate letters from citi in the mail, one for samsung pay authorization and one for this fraud alert and was told I won't be able to use the app until I receive the letter and call back with the info on it. Is this normal for citi? Much less after the first purchase made on the card? Maybe I'm just new to Citi and don't know any better yet but yea weird vibes.
