Backstory: During my rebuild, I got the Target redCard in 2015 with a $1000 SL. It took about two years to get up to $1900. In June 2017, I got the MC upgrade and a CLI to $4K. I've been able to get CLIs about every six months since, as the card went to $5K and then to $7K.
I logged in this morning and saw my CL went to $9K! So yes, your Target cards can most definitely grow. The formula is to update your income and let a balance post (then PIF; no need to pay their interest rates!).
@SunriseEarth, Thats fantastic!! Wow, I wonder how high your limit will go with the card? Im hoping for the MC upgrade maybe in the upcoming year mydelf. I wont hold my breath, but hoping! Congrats bunches to you on your continued success with the card!
I'm hoping to get it past $10K. I mean, I doubt I'd ever go that crazy at Target, but it's nice to have room. My biggest purchase to date was about $550 for a new TV.
I think the MC upgrades come in waves, so hopefully that wave will come soon for you!

Holy smoke, that's amazing growth for any card, but especially for a Target card!
Huge congrats, and thanks for reminding everybody that the 'formula' still works!
P.S. Sorry for the delayed response... I'm notorious for being "late to the party" when it comes to approval threads.
Congrats!
I just looked at my account and it has just now been bumped from $5k to $7k, same thing, had a balance of $123 reporting. It's funny, because I really don't put more than $50-$100 month on this card. I also started with them in 2015 with a measly $300!
