I tried at 61 days and was denied.  I was trying to wait for my 3rd statement which is on the 15th, but I had an itchy finger so I applied just a few days shy.

I requested and received an increase on both my Cap One cards before the second statement even cut. I'd say I was around the 45 day mark, give or take.
