I looked every where in the Uber App and don't see it.

@bigpoppa09 Ah, okay. When you open the Uber app, tap the menu icon in the top left, then tap Payment. Scroll down to Payment Offers and tap View All Offers. It should be there!

Strange when did as u described this is all i see is promotions add promo code and vouchers don't see offers at all.

Here is a link to apply from your computer!  No need to go through the app on your phone.  This link is the one I used to app last month.  Good luck!

Yeah mine wasn’t showing up in the uber app either at all, I had to apply from an online link. Forget where I got it from but looks like Duke Nukem has you covered. Good luck with the app!
