DW went to the Discover pre-app website, was pre-app'd for both IT cards, at 11.99% (just like I was), but when she submitted the app for the CB, it did not came back as approved (like mine did), but as "being processed".
Still, not being denied instantly could mean they will ask for some sort of verification documents, like employment and/or reported earnings.
Have any of you experied this with Discover, and did it came through, or was it a denial? TIA

DW did had a cred freeze, but she removed it before app'ing.
I confirmed with her, and there was a notification on her EX mobile app:
"DISCOVER FINANCIAL SERVICES made a Bank / Credit Card Inquiry by checking your Experian Credit File. When you apply for credit, a "hard inquiry" may be placed on your Credit File and it stays on your report for 25 months."

Haven't seen this for Discover, but did see it for the Chase Amazon Prime Signature Visa. My DG applied and got the same message, realized the next day her credit reports were locked.
Got a letter about 2 weeks later telling her to call. Cleared up the situation, ran her credit and she got approved.

Hopefully it's a need for verifying her ID, job, and/or earnings.
Good luck! It might be as simple as manual review. Then as you stated, possibly ID/Address, or income verification. She could call and ask if anything needed.
