The best kind of CLIs are the automatic surprise ones! 
So tell us some data points.
- How old was the card,
- what is the nature of your WF relationship (other loans, accounts, deposits), and
- how much spend were you putting on this card?
Been using it as my main card with a decent bit of spend. Probaby helps with the CLI.
As for Propel they sent me notice that said in so many word they really don't want to extend me more credit it seems. I can push it if I want to try and get an approval but with my income and the recent CLI I don't think it's possible now. Very slim chance at approval I think.
With that said going to let the Propel app expire and leave it be. TBH I don't think it would see that much use. Mostly got it for the SUB and gas and food out category. Pretty much changed my mind about it. Need to stop eating food out so much TBH and not be tempted to sepnd more there
